Desert Hot Springs HVAC rules and permits
A plain-English guide for Desert Hot Springs, California homeowners. Always confirm with the city before work starts. Rules change.
Do you need a permit?
Yes. In California, replacing an air conditioner, heat pump or furnace is normally done under a building permit, and the state Energy Code ties the job to a compliance form that goes with the permit. The City of Desert Hot Springs Building & Safety Division handles permits and plan checks. The city's own HVAC permit rule and fee were not found online, so call the permit counter before the job. A licensed contractor normally pulls the permit.

The rules
- Air conditioning and pool equipment may project up to 3 feet into a side setback, but not closer than 3 feet to the property line. In a rear setback, equipment must stay at least 5 feet from the property line. Front setbacks do not allow equipment projections. Building code can require more room.
- Equipment on the roof, the side of a house or the ground must be screened. Ground equipment should be screened with matching materials and landscaping.
- Noise from mechanical equipment must not be heard beyond the property line. In residential areas, outdoor noise can't go over 65 dBA and indoor noise can't go over 45 dBA.
- The contractor should hold an active C-20 Warm-Air Heating, Ventilating and Air-Conditioning license from the state. You can check status online or call CSLB at 800-321-2752. A license number alone does not prove the license is valid.
- Replacing a split system's outdoor condenser, air handler or coil is an alteration under the state Energy Code that triggers duct sealing. A compliance certificate (CF1R-ALT-02) goes with the permit.
- When the certificate calls for HERS verification, the contractor must bring in a certified third-party rater. In Climate Zones 2 and 8-15, a rater must also verify refrigerant charge on ducted air conditioners, heat pumps and mini-splits. Ask which climate zone Desert Hot Springs falls in and whether your job needs a rater.
- Since 2025, new residential air conditioners and heat pumps use mildly flammable A2L refrigerants such as R-454B or R-32 in place of R-410A. The indoor and outdoor units must be replaced as a matched set.
- SoCalGas furnace rebates require a licensed contractor, and the installer must close the permit.
HOAs
Some newer communities, like Mountain View Country Estates and Skyborne, are master-planned and may have an HOA. Ask your HOA before you move or add outdoor equipment.
Local conditions
Desert Hot Springs has a hot desert climate. Summer highs run around 100 degrees or more, and the record high is 123 degrees. Air conditioners here run hard for many months.
- July and August average highs sit near 100 degrees in two climate summaries, and Wikipedia cites about 108 degrees in July from Palm Springs airport data. Sources differ, so treat these as a range.
- Palm Springs, just south, set a record of 136 days at 100 degrees or higher in 2020, according to the National Weather Service as cited by UCLA.
- Long run times mean wear on compressors and fans, so a yearly tune-up before summer matters.
- Wikipedia notes the city is often 5-7 degrees cooler than other Coachella Valley cities, but it still gets extreme heat.
- Heat waves are when repair calls spike. Booking a tune-up in spring is the easy way to avoid a breakdown in July.
- Winter nights are cooler, so a heat pump or gas furnace both get used, but heating needs are small next to cooling.

- SCE's TECH Clean California page lists a $1,000 incentive per new heat pump HVAC system, up to two systems ($2,000) per single-family home, paid through a TECH-approved contractor while funding lasts. It can stack with the federal 25C tax credit.
- A 2026 market report and a July 2026 guide say statewide single-family heat pump HVAC funds are fully reserved. Check the program before you count on the money.
- SoCalGas 2026 furnace rebates run by efficiency tier: $1.40 per kBtuh at 92-94% AFUE, $10 at 95-96%, and $25 at 97% or higher. Funds are first-come, first-served through December 31, 2026.
- SCE has offered instant discounts of $300 per ton on central heat pumps and up to $600 per ton on mini-splits. That offer may have ended.
- SCE's Energy Savings Assistance program covers central AC and central heat pump replacement for income-qualified homeowners and renters.
